Dear Ellis,
Mr. J. K. Choy, representing the Chinese Ministry of
Communications, is at present in London and came to see me
the other day. He told me that when he was in Hong Kong on
his way here he was received by Sir Cecil Clementi, and they
discussed together a project whereby the railway loop line
round Canton City would be sanctioned by the Chinese in re-
turn for a loan from Hong Kong for constructing the port of
Whampoo. I understand that Hong Kong have not reported any-
thing about this and it may exist only in Mr. Choy's imagi-
nation. Mr. Choy's principal mission is to get the Boxer Indemnity question settled, and as there is an indirect bear- ing on this question (in connexion with the Canton-Hankow
Railway scheme), I would be grateful if you could telegraph
to Hong Kong to ask whether there is anything in Mr. Choy's
story.
